Create initial CVE Maxscale page

We need a page similar to https://mariadb.com/docs/server/security/cve/enterprise-server

On the far left column, where possible we link to external CVE site
Example: https://nvd.nist.gov/vuln/detail/CVE-2023-40354

but where we catch it ourselves, we link the MXS jira ticket
