Create ODBC handle for killing only when needed.

A separate ODBC connection is needed when an ongoing query needs to be killed. That should be created only when really needed as otherwise it will consume ODBC handled of which there is a limited amount. 2000 by default, which can be raised with the MAXHANDLES connection string key.
