Actively drain readwritesplit connections

    Description

      When a server is set into drain mode, readwritesplit should actively drop connections to it after it's done with all of the work on it. This makes the drain mode more useful as the connection count will slowly start dropping.

      This requires that the router is configured in a way that allows it to restore connections. The default values for readwritesplit should allow this in newer releases.
