Update script that generates MaxScale configuration settings reference

The gen_settings_reference scans the MaxScale documentation and creates a configuraiton setting reference where all settings are listed, with links to the actual documentation.

Now that the documentation layout has changed when the documentation was moved from the MaxScale repository to the maria-docs repository, the script should be updated.
