Modify the tarball install to have the same features & standards as the MariaDB ES tarball

Currently the MaxScale tarball requires dependencies to be installed. As I understand it the MariaDB ES tarball is a fully statically compiled install with no outside requirements or dependencies for install on air-gapped equipment.

There is also no systemd system file provided unlike in the MariaDB ES tarball.

We should make the MaxScale tarball have the same features and standards as the MariaDB ES tarball, including (but potentially not limited to):

• Fully statically compiled with no required dependencies
• Include a systemd service file and instructions for use
