Allow changing a user's role

Currently, changing the role assigned to a user is not supported.
This functionality should be added to enable better management of user permissions without needing to recreate user accounts.

As an admin user, it should be possible to change a user's role without requiring that user's password.

A user can change their own password but not their role; only an admin can change roles.
