Remove obsolete prelink script

In MXS-2549, the prelink script was added to prevent prelink from breaking maxctrl when it used the pkg based bundling. Now that 21.06.17 uses the system nodejs and a webpack'ed source file, there is no longer a need for this file.

This file also causes warnings in the rpm packaging process as the directory isn't claimed by any package.
