Integrate maxscale_generate_support_info.py into maxctrl

The maxscale_generate_support_info.py script that's included in all installations needs python as a dependency but it's not listed in the package. Given that there's significant overlap with the maxctrl create report command, the two should be combined so that the script can be removed to make the package dependencies correct again.
