Downgrading to 23.08 from 24.02 removes some required directories

    Description

      When 24.02 is downgraded to 23.08, the /var/cache/maxscale directory that is needed by MaxScale is not present as it gets removed as a part of 24.02. The postinst script of 23.08 is run before the removal of the 24.02 files. As the directories are considered to be a part of the package in 24.02, this ends up removing them.
