Config file can't be parsed when having libsnoopy installed

When having the "snoopy" package installed maxscale fails to start with:

alert : Failed to read configuration file '/etc/maxscale.cnf': Section starting at line 2 has no name or name is empty.

regardless of actual config file contents.
