Add "idle_time" option

When a capture is made there may be unintentional delays between capture events. E.g., someone manually starts this sets up that, runs some more. There could be a delay of minutes between these captures. Normal replay will wait those extra minutes, because it obeys the timing,
Add an option that allows simulated time to skip ahead when it knows it will have to wait for more than x milliseconds before it actually has more work to do.
