Make MaxScale protocol neutral so that it can be used with other protocols than MariaDB.

    Description

      Although protocol neutral in principle, MaxScale is not fully protocol neutral in practice. Various filters and routers assume that it is MariaDB protocol packets that flow through MaxScale and access and interpret those packets directly. In order to make it possible to use MaxScale with other protocols but MariaDB, abstractions that allow filters and routers to perform their function without being aware of the concrete protocol must be provided.
