Master loses master status when slaves are shut down

    Description

      Master with two slaves. Shut one slave down, master retains master status. Shut the last slave down, and master becomes slave. If a client attempts to make a change to the remaining node through maxscale, it gets an error 

      ERROR 1927 (08S01) at line 4: Connection killed by MaxScale

      maxscale.log reports:

      2024-02-13 13:55:32   warning: (2) [readwritesplit] Write query received from edward@192.168.8.211. 'delayed_retry_timeout' exceeded before a primary could be found. Closing client connection.
