/etc/maxscale.cnf.d/ is not created by package installation

MaxScale installs an example configuration in /etc/maxscale.cnf during package installation if it doesn't find an existing file. At the same time it should create the /etc/maxscale.cnf.d/ directory to make it clear that it supports drop-in configuration files.
