namedserverfilter does not work with targets parameter

Namedserverfilter cannot support routing queries to an intermediate target in a service-to-service configuration. This prevents certain use-cases where a higher level service is used to control two lower level services that are used to abstract away separate clusters.

In plain English, the target values must accept both servers and services.
