Stopped services accept connections

Issuing a shutdown service command through maxadmin will appear to succeed and even the show service output will list the service as stopped. The service will still accept connections and will work as it would if the shutdown service command had not been executed.

Steps to reproduce:

1. Start MaxScale with the attached configuration
2. Send shutdown service RWSplit through MaxAdmin
3. Connect to the service
