sync command to sync two mascale configuration in HA

    Description

      I think it will be great to have a command to sync the Maxscale configurations between instances that works in HA.

      possible scenario:
      1 - the 'stand by' maxscale instances are down
      2- the 'stand by mascale instances are up and no traffic

      considering the cases, it will be good to have a command first to check if the conf are sync and if not in sync reported the differences, and then trigger a sync action. As far we discuss it should be related with the configuration files
