MaxScale crashes if env-variables are used without substitute_variables=1 having been defined

    Description

      If a server is defined like this

      [node1]
      		 
      type=server
      		 
      address=$node_000_network
      		 
      port=3306
      		 
      protocol=MariaDBBackend

      but substitute_variables=1 has not been defined, then MaxScale will crash at startup.
