Improved handling of wsrep-new-cluster option

    Description

      'wsrep-new-cluster' command line option is currently handled outside the
      mysql option handling sub-system, with its own custom routine to parse
      and trim the command line options. This might make the handling error
      prone and hard to maintain. The option also does not show up in the server's
      verbose help text.
