Atomic CoR changed ER_TRUNCATE_ILLEGAL_FK code and broke DBAL

MDEV-25292 changed the ER_TRUNCATE_ILLEGAL_FK to just use a new code ER_DDL_ILLEGAL_FK.

This broke the PHP DBAL (DB Abstraction Layer) test cases that rely on the ER_TRUNCATE_ILLEGAL_FK in their test suite to process FK errors.

While DBAL have added the ER_DDL_ILLEGAL_FK to handle CREATE OR REPLACE error code when FK are involved, the ER_TRUNCATE_ILLEGAL_FK should remain there for compatibility with the released DBAL code.
