Add cp1251_macedonian_ci collation

Currently, MariaDB does not provide a collation for the Macedonian Cyrillic alphabet under the `cp1251` character set. Existing Cyrillic collations such as `cp1251_general_ci` and
`cp1251_bulgarian_ci` do not produce correct dictionary order for Macedonian Cyrillic.

This feature adds `cp1251_macedonian_ci` (collation ID 1025) with proper alphabetical sorting for the 31 letters of the Macedonian alphabet:
