Description
binlog.binlog_check_constraint_checks_flag fails on release branches 10.11, 11.4 and 11.8 (no matching failures found on 12.x/13.x/main in this window).

Analysis
This identical failure appears on three separate stable release branches (10.11, 11.4, 11.8), all funneled through the single builder amd64-msan-clang-22, so it looks like a builder/environment-level issue (MSAN build config, port allocation, or a shared .cnf/include regression specific to that builder) rather than a per-branch code regression. No occurrences on any other builder in this window.
