mtr does not start after "make minbuild" - can't find resolveip

    Description

      After MDEV-39169, mtr does no longer start after "minbuild" target is built, on non-Windows
      it suddenly requires resolveip, which is not built by the target.

      Prior to that, main suite always passes (in some cases tests are skipped), after "minbuild".
