configurable default authentication plugin

Details

    Description

      default authentication plugin (don't confuse with MDEV-12320) is the plugin used by CREATE USER ... IDENTIFIED BY 'password' (and other similar statements that set the password but do not specify a plugin explicitly).

      Currently is hard-coded to mysql_native_password, we'll make it configurable with PARSEC being the default.
