Drop support for Master Info File from MariaDB 10.0

Details

    Description

      10.0 does not have the END_MARKER before any left-overs at the end
      of the file. So ignore any but the first occurrence of a key.
      ⸺ sql/rpl_mi.cc on 12.2

      MariaDB 10.0 has been EOL for 7¼ years, so the Master Info File is no longer obliged to track which keys it has loaded.
