Improve BACKUP SERVER performance for ENGINE=Aria

    Description

      Follow up to MDEV-39092: Given that ticket implements Aria correctly, we can improve on it as laid out in that ticket's delivery plan:

      • Copy historical log files under lower lock level
      • Selectively close or purge a smaller subset of files (only Aria, only non-transactional, only those being backed up)
      • Allow concurrent DDL when copying Aria tables

      Also in scope is clean-up of Aria backup code, specifically moving the copying of non-Aria files to SQL layer.
