mariadb-dump --dir doesn't convert db names

Siimlar to MDEV-37483,

create database con;

create table con.t1 (a int);

and

mariadb-dump --dir out

will likely not work. And similar to MDEV-37483, db names must use file name encoding and be the same as directories created by the server. mariadb-import has to match that too.
