create VIDEX server package

VIDEX plugin (MDEV-36737) is useless without a VIDEX server. Any "ease of installing" for the plugin means nothing if one needs Master in Computer Science to install the VIDEX server.

There should be an easy way to install it. Ideally, as easy as

$ sudo dnf install videx-server

If that's impossible, then, perhaps, a docker container will be sufficient. But it must be one easy command to install a videx server and one command to uninstall.
