Change several Plugin Maturity Levels

In today's teamlead call we agreed that several plugins need a different maturity level

Any plugin loaded by default should be GA, for release series which are GA
example wsrep_provider, which is defined as Alpha
Other plugins also exist for a while but maturity levels have not changed
uuid_v4 - Experimental - available since 11.7 - should be GA
uuid_v7 - Experimental - available since 11.7 - should be GA
inet4 - Gamma - available since 10.10 - should be GA
