innodb_lock_wait_timeout waits 1 extra second

    Description

      `SET SESSION innodb_lock_wait_timeout = 1` sets timeout to 2+-0.01 seconds.

      `SET SESSION innodb_lock_wait_timeout = 2` sets timeout to 3+-0.01 seconds.

      When MariaDB runs on an OS that supports time with fractional seconds, the timeout should be honored as configured without 1 extra second added.
