CI for Windows ARM64

Details

    Description

      Currently , we do not produce packages or officially support ARM64 on Windows.

      But others do compile, and run into problems with it (MDEV-36864)
      To avoid regressions, we should add a CI for Windows ARM64.

      Until it is on buildbot (if at all), we can use Github Actions CI, which already has Windows
      ARM64 runners.

      This task is to add a github workflow for it.
