PAM (v2) tests not running successfully on install VMs

per MDBF-1036 pam tests are running and failing. This is evident on all RPM and DEB autobake install tests.

PAM V2 auth tests stopped working on Fedora 39, Fedora 40 and CentOS Stream 10, any arch.

MDEV-36591 was blocking RHEL8, compatible and Ubuntu 20.04 test so these haven't been checked for status.

Current status:

So 10.5 clean, 10.6 clean.

• cento stream10 - fail arch64, fail amd64, fail ppc64le

• debian 11 - success

• rhel8 blocked test by MDEV-36591 - failed locally on amd64 with MDEV-36591 fix
• rhel9 success
• ubuntu 2004 - blocked by MDEV-36591
• ubuntu 2204 - success
• ubuntu 2404 - success

11.4 (where different from above)

• sid - failing - shouldn't be testing as 11.8 is in sid - ci change https://github.com/MariaDB/buildbot/pull/746
• ubuntu 24.10 successful
