    Description

      Let's implement a way to use package public data types externally, by referencing them with the package name as a qualifier.

      Example:

      CREATE PROCEDURE p1 (vehicle_serial_no IN VARCHAR2,
      		 
                           o_cs_name OUT pkg_vehicle.m_refcur)
      		 
      IS
      		 
      BEGIN
      		 
        ...
      		 
      END p1;
