Increase code coverage for debug_dbug test case during startup

    Description

      InnoDB fail to check whether the debug sync point after startup in few test case. InnoDB can remove the double quotes from debug_sync point of restart parameters.

      Few test cases are :

      innodb.innodb_buffer_pool_fail
      		 
      innodb.alter_copy
      		 
      innodb.recovery_memory
