cleanup disabled tests

    Description

      disabled tests were accumulating over many years.
      we need to go through all disabled.def files, enable tests that just work, fix tests that can be fixed, delete tests that aren't going to be fixed.

      all tests that will stay disabled will have to

      • have an MDEV issue
      • have an assignee who's actually working on it

      q: what to do with tests for features that we don't have but want to?
