Description

If cdb debugger is not available, mtr instructs user to install Debugging Tools for Windows.

The location of Debugging tools package, and documentation for it changed multiple times
in the last decade.

So, instead of giving detailed instructions (outdated), just tell user to
Install Debugging Tools for Windows. and to set PATH to include debugger's location.
