galera error messages in mariadb log without galera enabled

    Description

      From log in MDEV-30311:

      2022-12-28  0:23:36 0 [ERROR] WSREP: plugin-wsrep-provider can't be enabled if wsrep_on==OFF or wsrep_provider is unset or set to 'none'

      There shouldn't be error messages in the error log without wsrep/galera.
