Create a server option for a backup mode

    Description

      A request from monty, we should have an option to tell MariaDB that we are backing up and things are adjusted accordingly for that connection. We can add this to older releases to fix issues such as MDEV-30155.

      Any other tickets that would benefit from this should be linked to this one.
