Create a new MyRocks parameter rocksdb_log_dir

    Description

      This task is about adding a new parameter "rocksdb_log_dir" that specifies the path of MyRocks error logs.

      By default, the error logs are stored in the same folder with MyRocks
      redo logs. Being able to put human readable logs in one place and
      machine logs in another place improves usability.

          Added a test case fix; bit dodgy bypassing the mysqltest checks. But got 10.9 to a green build again.

          I had another version that did restarts.

          If anyone doesn't like either, leave a note and I'll find something else.
