Implement option to allow performance schema to persist server shutdowns and restarts

    Description

      Some users would like the option to allow performance schema to persist server shutdowns and restarts.

      I believe that the performance schema storage engine currently stores all data in memory, so I understand that this might require the data to be dumped at server shutdown and restored at server startup.
