mysql_install_db.exe cryptic error message

    Description

      From MDEV-22997, user is running mysql_install_db.exe from the command line, runs into

      FATAL ERROR: CreateService failed (1073)

      which just means ERROR_SERVICE_EXISTS. This should be improved to be less cryptic.
