Enable S3 storage by default

    Description

      S3 storage was missing from the docker builds.

      Being a STATIC_ONLY storage engine plugin, there is a bug in cmake/plugin.cmake which with -DPLUGIN_S3=STATIC gets changed changed to DYNAMIC.
