Activated simple password check does not allow to create user identified via unix_socket

    Description

      After activating the simple_password_check plugin I can no longer create users that are authenticated against their Linux account. CREATE USER fails with ERROR 1819.

      This does not occur in 10.4.7 but I could not find any release notes of versions 10.2 newer than 10.2.22 where it says that this has been fixed. Currently we use 10.2.22 from the RHSCL.
