Implement TO_CHAR() Oracle compatible function

    Description

      This function is overloaded and supports NUMBER, DATE, DATETIME, TIMESTAMP etc as parameters and returns a formatted/converted TEXT value

      This is currently not available under ORACLE compatibility mode.
