Test upgrade on Windows, via mysql_upgrade_service

    Description

      It could like like this

      1. install an old version of MariaDB on Windows, via MSI or ZIP, and install a service (via mysql_install_db.exe, or MSI can invoke that as well)
      2. install a new version of MariaDB, without service
      3. for the new version, in the bin directory , run mysql_upgrade_service service=<service_name>
      4. Verify that database instance was successfully upgraded.
