apt updates for jessie-ppc64le & xenial-arm64

      From otto:

      Can you please update the image used by test kvm-deb-jessie-ppc64le so
      that the 'apt-get update' is fresh and package lists are recent?

      It would fix the error in

      Also, can you please run 'apt-get install libzstd-dev' in the image
      used in arm64-xenial-deb?

          Running apt-get update won't fix anything because the jessie ppc64el repositories are gone. The configured repo at http://ftp.us.debian.org/debian/dists/jessie/main/binary-ppc64el/ gives a 404 error. And it's missing from the main ftp.debian.org site as well. I took a look and stretch/main/binary-ppc64el/ still exists on the site, so this issue is particular to jessie.

          otto Do you know if Debian has officially discontinued support for Debian Jessie ppc64el? If so, we should probably do the same.

          Yes indeed, seems ppc64el is not part of the official Jessie release: https://www.debian.org/releases/oldstable/

          Ok, then I will turn off the jessie ppc64el builder and post a note to all recent release notes about it.

          I've added the note to the release notes of the most recent 10.1, 10.2, 10.3, and 10.4 releases about jessie-ppc64el being discontinued and I've turned off the builder.
