run mysql_install_db automatically

    Description

      Instead of executing mysql_install_db manually MariaDB Server should run mysql_install_db automatically when needed. This would solve issues like MDEV-17637.

      MySQL Server 5.7 is introducing the --initialize and --initalize-insecure options, but the server could also detect this internally.
