Port "MDEV-16294: INSTALL PLUGIN IF NOT EXISTS / UNINSTALL PLUGIN IF EXISTS" to sql_yacc_ora.yy

    Description

      The patch for MDEV-16294 modified only sql_yacc.yy and did not modify sql_yacc_ora.yy.
      To unify the two *.yy files easier, will merge MDEV-16294 changes to sql_yacc_ora.yy under terms of this separate task.
