mysql_upgrade_service should add skip-slave-start

Details

    Description

      MariaDB service is stopped, and mysqld is started with

      "-skip-networking", "skip-grant-tables", "-enable-named-pipe"

      before running mysql_upgrade

      It should also add "--skip-start-slave" so that processing replication events does not interfere with mysql_upgrade during this phase
