Don't use LEX::check_exists in ALTER SEQUENCE

    Description

      Change the ALTER SEQUENCE code not to use:

      • LEX::check_exists member, it will be removed soon by MDEV-8094.
      • opt_if_exists_table_element grammar in *.yy files

      Instead:

      • We'll derive Sql_cmd_alter_sequence from DDL_options
      • Use opt_if_exists grammar

      This is needed to simplify the patch for MDEV-8094.
